Electric baseboard is simply a resitive heater the same as a portable electic heater or electric blanket- that is mounted on the wall with either a single thermostat controlling multiple sections or stand alone units with individual thermostats.
Hydronic – is central heated water by gas/oil/electric that is circulater by pump or gravity(if real old) thru 3/4″ water lines that wrap the house and disperse heat thru sections of pipe with alluminum fins called baseboard’s
Electric Hydronic- is an electric heating element that is immersed in a liquid- the heat is transfered from the element to the liquid(typically oil) which then transfers the heat to the suface of the container – Most common application of this is the portable oil filled electric radiators as seen here http://secure.data-comm.com/GL/Detail.bok?no=192729
