The first thing you need to establish is the rating of the electric service to your home/apatment. At least 100 amp. service at a minimum. Next find out the wire size in the room where you want to put in a plugin baseboard Heater, (12-2 w/Ground). If you are not sure ask around at Home Depot or your local hardware store. Be Safe.

You cannot simply plug in a baseboard heater they must be wired in permanently, but there are many other types of “plug in” heaters that can be purchased. I have two oil filled heaters in my home that work great for quick heat recovery by the doors.
Yes, you can. They make that kind. I would not buy one that can also be hardwired because there’s a slim chance you have the power needed available.
