I understand central baseboard heating, but i was wondering if there was water or some type of liquid inside of the individual room by room baseboard heating units.

no there isn’t not in hard wired base board electric heat

Some do have oil in them that holds the heat between the heating cycles. Most of them have only a heating coil in them, and no liquids. Most of these baseboard heaters use 220 volt current.
There are some hydronic electric heaters that will contain some type of liquid in them.
